Winter in Wisconsin can be absolutely grueling, or it can be lovely. Last winter it got down to around -30 degrees, and then it would get up to about 40-45 degrees. That is a 70 degree difference. The best thing you can do in this weather is allow your horses to grow a thick coat before you even THINK about blanketing them for the winter.
If you let them grow a coat first, they'll have much more insulation to use as added protection when they have the blanket on. If you were to blanket now, your horse wouldn't grow an appropriate winter coat and would become accustomed to the blanket too soon. That way, when it reaches -30, the blanket won't be any relief, it will just be dead weight.
If you let them grow a thick coat, you'll put on the blanket and the horse will feel relief and warmth. You can then take the blanket off when it is around 40 degrees-- a horses natural comfort temperature-- and let him enjoy a comfortably sunny winter day. His coat will be able to air out, and he'll be comfortable.
Sheltered pasture is less than ideal, they should have a run in to get out of the extreme wind and precipitation. A blanket won't do any good if it gets saturated in sleet, infact it'll harm your horse before it helps. A good shelter is key in Wisconsin.
